Sopheak Cheang graduated bachelor’s degree in computer sciences and Engineering from Royal University of Phnom Penh in 2001 and received his master’s degree of Sciences in Telecommunication Engineering in Waseda University, Japan in 2006. He also graduated his Ph.D in Engineering Majoring in ICT/Telecommunications Management and Policy in 2011 from College of Engineering, Seoul National University, South Korea.

He has been working as government officer in 2002 and promoted to Director General of Directorate General of Radio Frequency Spectrum Management in 2020. In addition to the government work, he has been working as researcher, lecturer, academic journal reviewers.
