Leng KY received bachelor’s degree in electrical engineering from the Institute of Technology of Cambodia (ITC) in 2001, Master’s degree of electrical engineering from the Chulalongkorn University, Bangkok, Thailand in 2005, and Ph.D in electronic and telecommunication from Tokyo Institute of Technology, Tokyo, Japan in 2009. He was a lecturer and researcher at the Institute of Technology of Cambodia.
From 2014 till now, he is a Deputy Director General of General Department of Posts and Telecommunications at Ministry of Posts and Telecommunications, Cambodia. He was actively contributed to the development of Telecommunication Law, Broadband Policy, Sub-decree on ICT License Regime, Sub-decree on USO fund, Sub-decree on R&D fund, Draft of Sub-decree on Radio Frequency, and others Prakas of Ministry of Posts and Telecommunications of Cambodia. His research interests are communication system, electronic and computer programming.
