Phnom Penh, Cambodia – On the afternoon of July 1, 2025, “Cambodia: Artificial Intelligence Readiness Assessment Report”, a collaborative effort between the Cambodia Academy of Digital Technology (CADT) and UNESCO, supported by the Ministry of Post and Telecommunications, was official launched during the National Workshop on “the Draft of National Artificial Intelligence Strategy”. The event was presided over by His Excellency Chea Vandet, Minister of Post and Telecommunications and Chairman of the Digital Government Committee, and participated by Mr. Jo Scheuer, UN Resident Coordinator in Cambodia, Mr. Sardar Umar Alam, UNESCO Representative to Cambodia, Ms. Tiziana Bonapace, Director of the Department of Information and Communication Technology and Disaster Risk Reduction of UN-ESCAP, deputies chair and members of the Digital Government Committee, representatives of international organizations, government officials, researchers, educators, and members of the private sector and the public of 450 participants.
The Artificial Intelligence Readiness Assessment Report uses the UNESCO’s Readiness Assessment Methodology (RAM) as the tool to assess the current development and adoption of AI based on ethical principles defined in the 2021UNESCO’s Recommendations on the Ethics of AI. This report rigorously assesses the current AI ecosystem on five aspects: (1) legal framework, (2) society and culture, (3) science and education, (4) economy, and (5) technology and infrastructure, and provide recommendations for the development and addressing to risks, as well as the foundation to formulate the National AI Strategy in Cambodia
